Usually only provinces that have a trade good worth over 3.00 produce enough to bother with a workshop. Cathedrals only in provinces that have 8 tax or more, unless I'm swimming in gold and feeling frisky anyway: also in provinces that are hard to convert, though this isn't usually necessary really. This means that a province has to have at least 4 tax. Workshops and temples have to earn at least 0.10.
